Found this and it has some merit & something to read about damaged CD/DVDs, currently trying this as I am posting, will post back if it is a Go, otherwise some one else can give it a try as I'm and also report back.
A very useful program I found for data recovery from damaged CDs/DVDs is called IsoPuzzle. This is not specifically intended for video DVDs, and does not decrypt. It rips to an ISO file. Its strategy is to read sequentially as long as there are no errors. When a sector is unreadable, it skips ahead a random distance and tries to continue. When the end of the disc is reached, it loops back to the beginning and repeats the process. It can continue this process until all sectors are read or it is aborted. It was able to salvage a few DVDs for me recently that I coundn't get with any of the usual programs. One thing I'd recommend is to use something like Nero's DriveSpeed in conjunction with this to limit the drive's speed.
